What Are Canadian Language Benchmarks?
Canadian Language Benchmarks (CLB) are the national standard for describing, measuring, and recognising the English language proficiency of adult immigrants and prospective immigrants to Canada. Developed by the Centre for Canadian Language Benchmarks (CCLB), the CLB framework has been the official Canadian standard since 1996.
CLB is not a test itself — it is a reference framework. Your actual language test (IELTS, CELPIP, etc.) produces a score that is then mapped to a CLB level. Immigration, Refugees and Citizenship Canada (IRCC) uses CLB levels to:
- Determine eligibility for immigration programs (minimum CLB thresholds)
- Award CRS points in the Express Entry system
- Assess language ability for Canadian citizenship applications
- Set requirements for Provincial Nominee Programs (PNPs)
CLB Levels Explained

TEF Canada scores are mapped to NCLC (Niveaux de competence linguistique canadiens), the French equivalent of CLB using the same 1-12 scale.

CRS Points for Language
The Comprehensive Ranking System (CRS) awards points based on your CLB level in each skill. Language is one of the largest scoring factors in Express Entry.

Immigration Program Requirements
Federal Skilled Worker
Minimum: CLB 7 in ALL skills
IELTS: L6.0 / R6.0 / W6.0 / S6.0
CELPIP: 7 in all skills
This is the most popular Express Entry stream. Higher CLB = more CRS points. Target CLB 9+ in all skills for a competitive score.
Canadian Experience Class
Minimum: CLB 7 (TEER 0/1) or CLB 5 (TEER 2/3)
CLB 7 IELTS: L6.0 / R6.0 / W6.0 / S6.0
CLB 5 IELTS: L5.0 / R4.0 / W5.0 / S5.0
For candidates with at least 1 year of skilled Canadian work experience.
Federal Skilled Trades
Minimum: CLB 5 (L/S) and CLB 4 (R/W)
IELTS: L5.0 / R3.5 / W4.0 / S5.0
CELPIP: L5 / R4 / W4 / S5
Lowest language requirement of the three Express Entry streams.
Provincial Nominee Programs
Minimum: Varies by province (typically CLB 4-7)
Each province sets its own language requirements. Ontario, BC, and Alberta typically require CLB 5-7 depending on the stream. Some PNPs have no language requirement for certain categories.
Canadian Citizenship
Minimum: CLB 4 in all skills
IELTS: L4.5 / R3.5 / W4.0 / S4.0
CELPIP: 4 in all skills
Required for applicants aged 18-54. Must demonstrate CLB 4 in English or French (NCLC 4).
Atlantic Immigration Program
Minimum: CLB 5 (TEER 0/1) or CLB 4 (TEER 2/3/other)
Applies to: NB, NS, NL, PEI
Employer-driven program for Atlantic provinces. Lower language threshold than Express Entry. Requires job offer from designated employer.
Tips for Maximising Your CLB Score
Target CLB 9+ for Maximum CRS Points
CLB 9 and 10 both earn 6 CRS points per skill (maximum). There is no additional benefit to scoring CLB 10+ vs CLB 9 in CRS terms. However, reaching CLB 9 in all four skills earns you 24 language points and eligibility for the 50-point bilingual bonus if you also have French CLB 7+.
IELTS targets for CLB 9: L8.0 / R7.0 / W7.0 / S7.0
Focus on Your Weakest Skill
Your lowest CLB determines program eligibility. If you have CLB 9, 9, 9, 7 — your effective CLB is 7. Improving that weakest skill from CLB 7 to CLB 9 gains you an extra 2 CRS points (4 to 6). Consider using CELPIP instead of IELTS if one test format suits your weakest skill better.
IELTS offers a One Skill Retake option — you can retake just one section while keeping other scores.
